Recruitment Action Plan

Donna Milgram can help you develop a specific action-plan to improve your department's recruitment and retention of women within the next six months.  Building on the successful best practices of our work with the Albuquerque, Tucson, Durham and Port of Seattle Police Departments, Ms. Milgram will help you jumpstart your own women and policing initiative. Ms. Milgram is experienced in working with many types and sizes of law enforcement agencies: municipal, state, federal, Port, County, small and large.

We'll conduct an assessment of your present recruitment practices and provide you with a written report full of recommendations for change.  The information for the assessment can be obtained via a phone interview (s), emails or on-site. 

Our recommendations will have a range of options to ensure that the plan works best for your department. We can present the findings of the report via a phone or video conference call, or on-site to the key members of your department. We can also facilitate a brainstorming session on implementation of the recommendations/strategies.

Climate Survey of Your Department

Are there problems in your department you wish you could have stopped from happening?  Our LEAAT is a police specific survey tool designed by IWITTS under a National Institute of Justice grant that assists management in recognizing problems before they become complaints or lawsuits and provides information that will assist departments in taking action to improve the workplace. And now, our executive director, Donna Milgram will analyze your department's anonymous survey data, report her findings and make recommendations.

The Survey is designed to be administered to female and male officers of all ranks, recruits in the Training Academy, and civilians. We would administer only the sections of the survey your Department needs information on.  Sections include 1) Work Environment - General; 2) Mentoring and Support; 3) Promotion; 4) Health and Safety; 5) Family; 6) Harassment/Discrimination; 7) Reporting Sexual Harassment; 8) Sexual Harassment Training; 9) Leadership; and 10) Personnel Policies.

Institutional Assessment of the Work Environment - Administration and Analysis of our Law Enforcement Environmental Assessment Tool (LEAAT)

Would you like to analyze your Department's statistical data to identify barriers to female officers and to pinpoint problem areas as well as to validate what's already working? The institutional instruments of the LEEAT will assist in reviewing your Department's practices (rather than perceptions of individual officers via a survey). Our executive director, Donna Milgram will analyze your institutional data, report her findings and make recommendations in the area of your department's needs. Topics that could be covered include Recruitment & Selection, Training Academy, Sexual Harassment, Promotion, Childcare, Pregnancy and Uniforms & Equipment. Human resources data, past complaints, and policies and procedures would be reviewed. Key individuals would be interviewed on-site.

Sexual Harassment Prevention Training and Gender Integration Training

Most sexual harassment training programs available in the marketplace are not effective in a police environment - they depict women in office settings and scenarios that bear no resemblance to a police emergency response environment. National IWITTS's police-specific sexual harassment training for supervisors uses police scenarios, police case studies, and court cases from police departments, and utilizes case studies, small groups, video scenarios and role-plays. Chain-of-command, fraternization, and light-duty pregnancy policy are incorporated into the training, which has an emphasis on hostile work environment. Training includes Pre- and Post-Tests.  Participants will learn how to: identify and prevent sexual harassment and effectively manage sexual harassment problems using your own Department's policies.
